Partisan primaries are fueling our political dysfunction but they can be fixed, new book says

More than 1 million registered voters will be barred from participating in Pennsylvania’s primary this month. Such “closed primaries” and the partisan system for choosing candidates are amplifying the nation’s dysfunction, but there are solutions, according to a new book.
